Question about Artisans & Benefactors Public Feeling - Do I have to incorporate the Public Feeling into my deck or is it placed at the center, like the Citadel?

- In the Tournament Game, you have to incorporate it into your deck.
- In the Expanded Base Game, it is displayed from the start.
