Question about The Cards Plague - Do regions bordering on a Citadel lose 1 resource in the event "Plague" occurs?
Answer
They lose the resource only if they also border on a city that is not protected against the Plague – and in this case, they lose it because of the city, not because of the Citadel.
Note: Citadels are part of the Catan Card Game – Expansion Set.
